Shelton Haynes
Shelton Haynes is a Director of the Roosevelt Island Operating Corporation. In this role, Mr. Haynes implements the strategic goals and objectives of Roosevelt Island Operating Corporation in unison with the Chair, enabling the Board to fulfill its governance function for New York City’s only self-sustaining municipal island community of six neighborhoods encompassing approximately 1,600 residences. Shelton Haynes oversees Community Affairs and Energy Services and all other departments.
Mr. Haynes oversees the development and implementation of new initiatives to manage and improve the economic condition/sustainability of the island. He also oversees budget policy for RIOC, administration, and day-to-day operations and provides oversight for all department heads. He is also responsible for discharging the executive and administrative functions and powers of the Corporation; Mr. Haynes also ensures that employees are adequately compensated financially for their work by applicable state laws.
Mr. Haynes received a Bachelor of Arts degree in Sociology from Hampton University. He also holds a Master of Science in Planning and Administration in Public Administration from New York University. Haynes is an avid graduate of the New York Police Academy, having earned the highest rating during his training. His educational and professional experience also includes attending college courses in public management and education and serving as a captain in the American Marshall’s Service.
Shelton Haynes has achieved many successes as First Deputy Executive Director, Director of Community Affairs and Energy Services, and numerous department heads, including the Airport Business Park, Battery Park City Boardwalk, and multiple transportation projects. Shelton Haynes spearheaded major revitalization projects, including dismantling a blighted cluster of buildings formerly located on North Randall Avenue in the South Bronx, the development of Battery Park City, and the creation of Roosevelt Island.
Mr. Haynes’s past professional experience makes him a capable and qualified candidate for Director of the Roosevelt Island Operating Corporation. He has an intimate knowledge of the island community and will continue focusing on its growth. Mr. Haynes has been involved in numerous local, state, and federal initiatives affecting NYC communities for over 30 years. This experience includes the Rebuild Manhattan movement, the New York State Department of Environmental Conservation, and the National Recreation and Park Association.
